1.0 Introduction
The support to Higher Education, Science and Technology (HEST) Project aims to contribute to building Uganda’s human capital – particularly in education, science and technology – to respond to labour market demands and spur productivity in the country.  Its objective is to improve equitable access, quality and relevance of skills training and research leading to job creation and self-employment.  It involves the active participation of six public universities (Makerere University, Mbarara University of Science and Technology, Gulu University, Kyambogo University, Busitema University and Muni University) as well as two degree awarding institutions namely Uganda Management Institute (UMI) and Makerere University Business School (MUBS) in skills training at various levels of higher education.  The total cost of the project is UA 74.44 million (US$115.35 million), and it will be implemented over a five year period. 

2.0 Project Components and Status
Busitema University will benefit from Support to Higher Education, Science and Technology (HEST) project by US$12.35Million. The funds will assist the University to construct a library, laboratory and lecture block, renovation of the workshop at Busitema campus, construction and renovation of laboratory blocks at Nangongera campus. In addition the funds be used to set-up a business incubation center, training of staff and students, Management of Cross Cutting issues (HIV/AIDS, Gender Considerations and Special Needs) and e-Content Development for e-learning.  The status of each project is as per table below:

-The contract was awarded to PRISMA
-The Design and Supervision Consultant is  HABITAT
 Nagongera Campus
The construction of Laboratory block
Substantially completed and handed over on Monday 14th Nov. 2016 with a defect liability period of 12 months from the effect of 14th Nov. 2016.

Busitema Campus
The construction of Laboratory and lecture blocks
The lecture blocks side is at first floor level while the laboratory side is first floor slab casting is in progress
The construction of Library block
The library blocks is at ring beam level with some few parts left with column being erected
Workshop building
Welding shade is at ring beam level
Material store is at roofing level- steel trusses erected
Main block yet to be re- roofed and painted
The toilet block is yet to be done


Business Incubation Center (BIC’s)

-3 Prototypes have been identified for improvement
-The University is working with Bolton to identify some of feasible equipment to venture in
-The Business Incubation Center will be housed in Busitema workshop
- Business Plan for Technology Business and Innovation Centre (TBIIC) was completed and approved by University Council


Staff Development Programmes

-To date 13 PhD and 2 Master beneficiaries are already on the program. Most of them are on proposal stage.  


Merit Based Scholarships for Students

-28 undergraduate students and 13 masters students are on the Program and all of them on Normal Progress


Internship of students (UMA)

2rd Cohort
-75 students were submitted to benefit in the 2rd  cohort-
1st Cohort
-37 students were submitted to benefit in the first cohort. Out of the 37 students;
Two pulled out from the programmee
The first cohort  of 20  students went to the field between July, 2015-December,2015
The second cohort of 12 students were placed from January, 2016
4 of the students were retained

For Busitema and Nagogera Campuses

Computer-Point  which was awarded the contracted, visited the campus on 6/12/2016 to complete the layout and harmonization with user departments


Gender, HIV and Special Needs

-Draft  Gender policy was development
- Awareness and sensitisation workshops for staff members/students on gender/HIV/SPN  was carried out in 6 campuses
- E- sensitisation on gender, HIV/AIDS and SP was done twice
-The situational analysis was conducted between 12th and 19th April, 2016 across all campuses of Busitema, Nagongera, Arapai, Namasagali, Mbale and Pallisa to provide critical information for other interventions
